In the metrological services, an individual meter is checked for errors, adjusted to the parameters that it must comply with, and the necessary documents are drawn up confirming the work. If the verification procedure is ignored, the meter is considered unsuitable for use, and penalties may be imposed on the tenant, up to recalculation.

The consumer of utility services is obliged:

a) upon detection of malfunctions (accidents) of intra-apartment equipment, collective (common house), common (apartment) or individual metering devices, immediately report them to the contractor and the emergency rescue service, and if possible, take all possible measures to eliminate them;

b) in case of fires, accidents in the internal engineering systems, as well as in case of other violations arising from the use of communal resources, immediately report them to the contractor and to the emergency rescue service;

c) in order to account for communal resources supplied to the consumer, use collective (general house), common (apartment) or individual metering devices entered in the state register of measuring instruments;

d) ensure the safety of seals on collective (common house), common (apartment) or individual metering devices and distributors installed in a residential area;

e) allow employees and representatives of the contractor (including emergency services workers), representatives of state control and supervision bodies to inspect the technical and sanitary condition of the in-house equipment and perform necessary repairs, and representatives of the contractor ( including employees of emergency services) to eliminate accidents - at any time;

f) at a time agreed with the contractor in advance (no more than once every 6 months), provide access to take readings of common (apartment) and individual metering devices;

g) inform the contractor about the change in the grounds and conditions for the use of utility services and their payment no later than 10 working days from the date of the changes;

h) pay utility bills on time and in full. In case of failure to pay utility bills within the established time limit, the consumer pays a penalty fee to the contractor in the amount established by the Housing Code of the Russian Federation, which does not exempt the consumer from paying utility bills;

i) bear other obligations stipulated by the Housing Code of the Russian Federation, other federal laws and the agreement.

Ensuring the uniformity of measurements is managed by the State Metrological Service with the help of the State Standard, scientific metrological and reference centers. The activities of the service are also regulated by decrees of the Government of the Russian Federation.

The scope of services is divided into:

• state metrological service;
• MS of a legal entity, a manufacturer of measuring instruments or a company providing services for checking flow meters;
• MS of government authorities, this includes city or regional metrology services.

Whatever the subordination of the service, public or private, its provision must comply with approved state standards, and the activity is licensed.

The procedure for checking water metering devices at home

Performing verification with water flow meters

1. Checking for leaks in the domestic plumbing system. All taps are closed and meter readings are noted.
2. The entrance of the metrological installation, through the thread, is connected to the water tap.
3. The output of the instrument is connected to a reference container placed on an electronic balance.
4. After opening the mixer, the container is filled to the control values.
5. The measured volume of water is weighed and converted into liters.
6. The action is repeated at least 5 times.
7. The average measurement error of the apartment flow meter is calculated.

The permissible error in measurements for apartment meters is ± 2%, and the devices leave the manufacturer's factory with an error of + 2%, that is, they “lie” a little in favor of the service provider. Long-term operation of water meters with an aggressive water environment leads to the transition of the error value to the negative side, and the flow meter does not count the consumed water.

Four questions about water meters

Many questions come to the editorial office that relate to the mandatory verification of water meters. All of them are related to the release in December last year of the Decree of the Government of Moscow No. 831-PP, which canceled the document that regulated the installation, maintenance, verification of water meters (Appendix 1 to the Decree of the Government of Moscow No. 77-PP dated February 10, 2004). So is it necessary or not to carry out verification?

1. Do I need to calibrate or install new cold water meters?

Need. It was not verification at all that was canceled, but its fixed terms - 4 and 6 years for hot and cold water meters, respectively, which were indicated in the canceled annex to the decree of the Government of Moscow. Nevertheless, in accordance with the Decree of the Government of the Russian Federation of May 6, 2011 No. 354 “On the provision of utility services to owners and users of residential premises”, the consumer is obliged to “established by the technical documentation for the meter”. In other words, within the timeframe specified in the instrument's data sheet. The technical passports for domestic water meters usually indicate calibration intervals according to GOST - 6 years for cold water meters and 4 years for hot water meters, although the calibration interval for some imported meters can be 10-15 years.

2. How does the management company control the timing of verification of apartment water meters?

When installing or replacing water meters, a resident must bring to the management company an act of commissioning the device, which indicates the date of its installation, since only in this case the payment for the consumed water will be made based on the readings of the apartment water meter. Thus, the Criminal Code has information about the expiration of the calibration interval for all water meters installed in the house. And at the right time, the resident will be informed of the need to verify.

3. What consequences can a resident expect if he ignored the verification deadlines?

Without carrying out, devices are considered unsuitable for accounting for water consumption. For subscribers who have not submitted certificates of verification or replacement of a water meter, settlements for housing and communal services using metering devices will be transferred from apartment meters to general house meters.

4. On what basis did the management company begin to check the registration of residents in apartments without water meters?

On January 30, 2013, the Department of Housing and Public Utilities and Improvement of the City of Moscow approved the "Methodological recommendations for identifying individuals using residential premises." On the basis of this document, management companies were given the right to identify unregistered residents in order to charge fees for actually consumed water. Under the previous procedure for calculating cold and hot water, according to the indications of a common house device, only citizens registered in the house were taken into account. . Apartments not equipped with water meters will be inspected by the commission at least twice a month. Information about the fact of residence of unregistered citizens will be transferred to the GKU IS of the district for water charges.
