A few years ago in Russia, it was customary to turn the clock hands twice a year. This procedure has a long history in our country, more than a century.

Switching to daylight saving time is not an idea of ​​yesterday or even the day before yesterday.

It all started in the 18th century, when the famous American Benjamin Franklin suggested changing the clock in order to save candles, but the manufacturers of these same candles blocked this promising project.

The idea began to find understanding at the beginning of the 20th century, when economically developed countries became concerned about saving electricity. In the UK, a bill was even drafted to introduce "summer" time, but it was not passed until the First World War. Germany, which was at war with the British, became the leader. In order to save fuel, she switched to "summer" time on April 30, 1916. Other countries followed. In Russia, in order to introduce this innovation, it was necessary to overthrow the autocracy. On July 14, 1917, by decree of the Provisional Government, the hands of all clocks in the country were moved forward one hour, but in order to move them back, the authorities again had to change. On January 9, 1918, the decision of the Council of People's Commissars restored the former state of time.

The then introduced practice of switching from "summer" to "winter" time continued until 1924. And here the economy was in the first place.

In 1930, the so-called maternity time was introduced in the USSR. By decision of the allied Council of People's Commissars of June 16, the clock hands were moved an hour ahead of standard time, but they were not moved back, this went on for more than half a century. Such a procedure was resumed in 1981, but already relative to maternity time. Several times the transfer date changed, but in 1984 it became stable and was made on the last Sunday of March and the last Sunday of October.

The opinion of our fellow citizens about the seasonal translation of the clock hands is not unambiguous. Many complain about the deterioration of health, even revealed a new disease - desynchronosis (disturbance of normal life).

On February 8, 2011, the President of the Russian Federation announced his decision to cancel the annual clock change, starting with the cancellation of the return to "winter" time in the fall of 2011. The Federal Law "On the Calculation of Time" and the corresponding government decree were adopted.

Switching to daylight saving time allows you to make better use of daylight hours and save energy. Usually the clock hands are moved forward an hour on the last Sunday in March (and on the last Sunday in October they are moved back an hour). But this is not the case everywhere. A number of countries, including Russia, have refused to switch to daylight saving time, and the rest do not necessarily do it synchronously. In the northern hemisphere

Europe: Since 1996, European countries have adopted a system for moving the clock hand forward one hour on the last Sunday in March and one hour back on the last Sunday in October. The exceptions are Russia, Iceland and Belarus (these countries do not switch to daylight saving time).

In 2018, the transition is made on the night of March 24-25. The hands of the clock are translated at two in the morning - from 02:00 to 03:00. After that, the time difference with Moscow will be one hour.

USA, Canada (except Saskatchewan), Mexico:

USA: Transfer to the second Sunday of March at 02:00, back - at 02:00 on the first Sunday of November. Only Hawaii, Puerto Rico and the Virgin Islands do not cross.

Arizona does not change clocks (but upstate Americans do).

Other countries: The transition is also carried out in Cuba, Morocco, Iran, Syria, Jordan, Lebanon, Israel, Palestine.

In the southern hemisphere

Australia: In the states of South Australia, New South Wales, Victoria, Tasmania and the Australian Capital Territory, clocks are changed twice a year: to daylight saving time (October 1 at 02:00) and back (April 1 at 03:00) .

Western Australia, Queensland, and the Northern Territory do not have Daylight Savings Time.

Chile: The data is different! But RIA Novosti writes that there has been no transition since 2015.

Brazil: Almost nowhere there is a transition, except for the states of Campo Grande, Cuiaba, São Paulo, Rio de Janeiro (there summer time starts on November 4 at midnight, ends at midnight on February 18).

Who gave up daylight saving time

Japan, China, India, Singapore, Turkey, Abkhazia, Azerbaijan, Armenia, Belarus, Georgia, Donetsk People's Republic, Kazakhstan, Kyrgyzstan, Lugansk People's Republic, Russia (since 2011), Tajikistan, Turkmenistan, Uzbekistan, South Ossetia.

Incomprehensible countries

In the equatorial countries, the transition to summer and winter time was not introduced at all. Many agrarian countries have abandoned the transition to summer time, where the working day already determines daylight hours.

  • It is strictly forbidden to drink alcoholic beverages during this time. The ethanol contained in such drinks irritates the human nervous system, which can lead to sleep disturbance.
  • Do not eat fatty foods, smoked meats and other heavy foods. Follow the diet for a few days before the clock change.

Serious debates have previously flared up in the Duma regarding the transition to summer time, as a result, the opinion of scientists was taken into account, suggesting that it is winter time that most closely matches the biological rhythm of a person. Daylight Saving Time 2019 does not occur in 161 countries of the world, including the Russian Federation. Among them, the vast majority of countries in Africa and the Middle East, including China and Japan. The Government of the Russian Federation collected irrefutable facts based on research by scientists on the negative impact that the transfer of clocks to daylight saving time has on the human body. Sleep worsens, nervous tension increases, the body's immune system weakens. The financiers expressed the opinion that the translation of the clock does not affect energy savings. For a long time there was a discussion - will there be a clock change in 2019? In the coming year, most likely, there will not be, however, the transience of the change in legislation does not exclude the promotion of this initiative in the new convocation of the State Duma.

Will there be a clock change in Russia?

The solution to this issue lies in the political field, some parliamentarians are firmly convinced that it is unnecessary to switch clocks to daylight saving time in 2019 and all subsequent years. The leader of the LDPR faction, V. Zhirinovsky, called the abolition of daylight saving time the last bill that had a positive impact on the country's economy and benefited the citizens of Russia as a whole. From the foregoing, it could be assumed that the question of when the clock is changed is no longer relevant. However, it is not yet possible to accurately and unambiguously answer the question of whether there will be a clock change in 2019. Rumors about a possible switch of hands in the coming year still do not leave the Duma lobby, some officials and deputies are actively lobbying for this initiative, arguing that the switch of the clock hands in 2019 would not affect the state of citizens, but on the contrary would bring a tangible economic effect. This opinion is expressed by the Minister of Health Veronika Skvortsova, and she is supported by many well-known scientists and statesmen. In the Kaliningrad region, a draft law is being prepared to introduce the transfer of clocks to daylight saving time with the rational use of daylight hours.

Where do they change clocks for daylight saving time in 2019?

The clock change occurred in the Ulyanovsk region (+1 hour difference with Moscow), in the Altai Territory and the Altai Republic (+4 hours in relation to the capital), the Sakhalin Region (+8 hours with Moscow). Next year, the Saratov region will be added to these regions, where the transfer of arrows was legalized by the State Duma.

Clock change in 2019 in Russia - the opinion of doctors

Many well-known sociologists and doctors speak out against moving the clock, based on a study, a person will need at least several months to adapt to the new time, which will lead to serious disruption of the body, reduce the duration of sleep and worsen its quality. The result of such experiments can be rapid fatigue of the body, decreased performance and a tendency to develop chronic diseases. Also, unconfirmed statistics indicate an increase in the number of accidents and crime after the clock is changed in Russia. However, there is an opinion that all of the above factors actually have nothing to do with reality. Whether this is true, time will tell!

The transition to winter time, as well as to summer time, is regulated by the relevant resolution of the Cabinet of Ministers of Ukraine. According to him, the hands of the clock must be turned back one hour on the last Sunday in October at 4 o'clock in the morning.

Therefore, this fall, Ukraine will switch to winter time on the night from Saturday to Sunday, 27th October. Thus, Ukrainians will be able to sleep an hour longer that night.

Most modern gadgets automatically change the clock to the new time. But it is better to translate the hands of a mechanical watch before going to bed, so as not to confuse the time in the morning and not miss an important meeting or trip.
