Stage 1. Collection of information and paperwork

  • paid state duty in the amount of 1,600 rubles (before December 31, 2014, this amount was 1,000 rubles);
  • application (see sample documents);
  • diagram of a vehicle with a load (see sample documents);
  • copies of documents for the tractor and semi-trailer (registration certificates on both sides or PTS on both sides), certified by the signature and seal of the applicant;
  • lease agreement(s) for equipment not owned by the applicant;
  • some managers require a document for the cargo indicating its parameters or a letter from the carrier indicating the parameters (see sample documents);
  • to obtain an international permit, a notarized copy of the permit for international cargo transportation will be required.

The duration of this stage is entirely up to you. After collecting the package of documents, you can proceed to the next step.

Stage 2. Sending documents to the Road Administration

Depending on which starting point of the route is indicated in your application, it is determined which will accept your application and issue a permit. There you need to send a package of documents collected at the first stage. This can be done in one of four ways:

  • bring the originals in person (some managers insist on the exclusivity of this method of submitting documents and do not accept other methods);
  • send documents by fax (this method is fixed by law, it is used extremely rarely);
  • send scanned copies of documents to e-mail(de jure this method does not exist, but many managerial directors accept documents in this way);
  • submit an application and other documents through the State Services portal.

If you are sending documents by fax or email, you must without fail send original documents urgently by mail, but only after the copies are checked, approved and registered - so as not to send corrected after.

Stage 2.1. Acceptance of documents

A road management specialist accepts your documents, within one working day he is obliged to check them and either accept them for work (register and assign an incoming number), or send you a reasoned refusal, in case of errors in the documents.

After registration, according to the law, federal bodies You have 15 working days to complete all the procedures for your application and issue you a completed permit (or a reasoned refusal). However, the legislation does not specify what responsibility government agencies bear for non-compliance with these deadlines, so there is no guarantee that these deadlines will be met.

The entire stage 2 can be completed within 1 working day, or it can be delayed up to 5-10 working days, depending on how the manager of the manager treats your application; on how many mistakes you made in the documents; on the method of sending documents.

Stage 3. Distribution of applications for approval of route sections and collection of approvals.

After the road administration specialist has registered your application, he needs to draw up a route and coordinate it with the organizations on whose balance sheet the roads along which this route passes.

Some managers (but by no means all) are loyal to the applicants, discuss the route with them, take into account the wishes and go forward if necessary, for example, to avoid Kazan on the route. After forming the route, they can send copies of applications for approval so that the applicant independently sends them to the balance holders, checks the receipt and receives a response.

Many, on the contrary, are very rigidly against the participation of the applicant in the process of forming the route: whichever is prescribed, you will go like that. In such managerial offices, you will not be given requests for approvals and you will only have to hope that some of them will not be lost during fax transmission (this method of sending applications and obtaining approvals is still very common, especially in the regions).

By law, the balance holder has 4 business days to respond to the request: either send an approval, or issue an invoice for damage, or send a reasoned refusal. However, this period is observed rather conditionally, since no one bears any responsibility for its non-compliance.

At the stage of collecting approvals, the following sub-stages may arise:

  • in the event that the application exceeds the standards for the total mass and / or axial loads, the balance holder calculates the damage, issues an invoice and waits for its payment before issuing an approval;
  • if the total length of your road train exceeds 22 m and / or the total height exceeds 4.49 m, and the route crosses (not via overpasses) railway lines, the balance holder of the road sends an additional request to the railway authorities for approval of the railway crossing ways; railroad workers, in turn, can also bill for travel escort, if they deem it necessary;
  • if the total height of the road train exceeds 4 m, and part of the route passes through the streets of settlements OUTSIDE federal highways, then the balance holder may require coordination with the energy management (electricians) serving the power grids of this settlement; at the same time, electricians may also require payment for cargo escort; you can understand whether it will be necessary to coordinate with electricians in advance by asking the balance holder of the roads of this settlement about this; and you can understand in advance whether you will have to pay for support by requesting the energy sector.

In the event that these sub-stages did not arise or were positively resolved, the balance holders send answers to your road administration.

Stage 3.1. Projects

In some cases, if the dimensions of the road train exceed a certain value (for each road - its own), the balance holder prescribes in special traffic conditions the requirement to provide a traffic organization project (ODD). This is a separate large document in which you need to describe in detail, with a timetable and diagrams, how you plan to carry out transportation. By and large, it is not so difficult to prepare an ODD project - you can draw it up yourself. All requirements are described in clause 56 of order No. 7 of the Ministry of Transport of Russia.

If the total mass and / or axle loads do not allow passing through some artificial structures on the route, the balance holder informs about this in a refusal. In this case, there are two options: find a bypass for this bridge (overpass) and agree new site route, or draw up a project for strengthening an artificial structure, to bring the permitted load on it to a level that will allow passage with your cargo.

Projects for strengthening artificial structures are drawn up in specialized organizations. This is a long, tedious and expensive process. However, there is no guarantee that you will eventually get permission.

The entire stage 3, in "simple" cases, can be completed even in 1-2 business days. The term here depends entirely on the route, dimensions, weight. Light cargo on a short route, where 1-3 approvals are required, it is quite possible to agree even in one or two business days. It is difficult to name the maximum period for passing the approval stage. If you let everything “take its course”, then it can drag on for a month. But even if you actively push your application, but it requires the approval of electricians, railway workers, and even the ODD project, then even intensive work can take 10-15 working days.

Stage 4. Final

When all the approvals of the balance holders are collected, the road administration can print the permit and send it to the traffic police for signing. In addition to the collected approvals, they will require a paid state fee, and they should already have the originals of all the documents that were collected and submitted by you in the first two stages. When all these points are met, the permit is printed on a special form and sent to the traffic police authorities responsible for signing the permits.

In the traffic police, permission may be under the law for up to four working days. Once signed, the permit is sent back to the road authority, where you can collect it in person or by sending an officer or courier with a power of attorney.

Stage 4.1. Error correction

It is quite likely that the uprdor specialist made mistakes or shortcomings in the route. Sometimes the uprdor does not have time to receive information from the balance holder that some road has changed its owner, but the traffic police already has this information - in this case, a piece of the route will remain unapproved, and the permit will be returned for additional approval. Unfortunately, it also happens that the uprdor specialist on some particularly intricate route simply forgets to agree on some section, and the permit is also returned.

In such cases, you return partially to stage 3 - you will again have to deal with filing an application for approval and “knocking out” approval, with possible payment damage / coordination of electricians or railway workers.

As a result, the term of the entire final stage depends on the traffic police, in which the permit is signed and on the attitude of the specialist in the uprdor to your application. It is quite realistic and “without garters” to receive a signed decision in 1-2 business days after transferring it from the uprdor to the traffic police, if the specialist did not make mistakes in the route. In a bad scenario, the fourth stage (with a return to the third) may take up to 5-10 business days.

  • the manager himself submits the issued permit to the relevant department of the traffic police for signing;
  • if the traffic police does not find errors or other difficulties with your trip, they sign the permit and return it to the manager;

Stage "Get permission" (from 1-2 to 8-10 working days)

II. Applying for a Special Permit

6. An application for obtaining a special permit for the movement on roads of a vehicle carrying heavy and (or) bulky goods (hereinafter referred to as the application), in accordance with the model of Appendix No. 2 to this Procedure, is submitted by the owner of the vehicle or his representative (hereinafter referred to as the applicant) to the authorized bodies:

for the movement on motor roads of a vehicle transporting heavy and (or) bulky cargo, if the route, part of the route of the said vehicle passes along motor roads of federal significance, sections of such motor roads or across the territories of two or more constituent entities of the Russian Federation - to the Federal Road Agency (Rosavtodor);

for the movement on roads of a vehicle carrying heavy and (or) bulky cargo, if the route, part of the route of the specified vehicle passes along roads of regional or intermunicipal significance, sections of such roads, along local roads located in areas of two or more municipalities(municipal districts, urban districts), provided that the route of such a vehicle passes within the boundaries of such a constituent entity of the Russian Federation and the specified route, part of the route does not pass along federal highways, sections of such highways - to the executive authority of the constituent entity of the Russian Federation;

for the movement on roads of a vehicle carrying heavy and (or) large-sized cargo, if the route, part of the route of the specified vehicle passes along local roads municipal district, along local roads located on the territories of two or more settlements within the boundaries of a municipal district, and do not pass along federal, regional or intermunicipal roads, sections of such roads - to the authority local government municipal district;

for the movement on roads of a vehicle carrying heavy and (or) bulky cargo, if the route, part of the route of the specified vehicle passes along the roads of local importance of the settlement, provided that the route of such a vehicle passes within the boundaries of such a settlement and the indicated route, part of the route does not pass along federal, regional or intermunicipal, local motor roads of the municipal district, sections of such motor roads - to the local self-government body of the settlement;

for the movement on the roads of a vehicle carrying heavy and (or) large-sized cargo, if the route, part of the route of the specified vehicle passes along the roads of local significance of the city district and does not pass along the roads of federal, regional, intermunicipal significance, sections of such motor roads - to the local self-government body of the urban district;

on the movement of a vehicle transporting heavy and (or) large-sized cargo, if the route of the vehicle passes along a private road - the owner of the road.

7. Information about the authorized bodies specified in paragraph 6 of this Procedure (hereinafter referred to as the authorized body), as well as about the roads and service areas assigned to them:

posted on the official website of Rosavtodor in relation to the authorized bodies specified in paragraphs two and three of paragraph 6 of this Procedure;

is posted on websites determined by the executive authorities of the constituent entities of the Russian Federation (including information provided by local governments and owners of private highways) in relation to the authorized bodies specified in paragraphs four to eight of clause 6 of this Procedure.

At the choice of the applicant, the application is submitted to the authorized body or to the subordinate institution (organization) authorized by it, if the transportation route starts from the highway and (or) the service area assigned to this institution (organization) (hereinafter referred to as the subordinate institution (organization)), information which is also posted on the website of the authorized body.

If the authorized body attracts subordinate institutions (organization) to accept applications and documents attached to it in accordance with paragraph 9 of this Procedure, consideration and approval of the application is carried out within the time limits established by this Procedure.

The application also indicates: the outgoing number and date of the application, the name, address and telephone number of the owner of the vehicle, the route of movement (point of departure - point of destination, indicating their addresses in settlements, if the route passes through the road network of settlements), type of transportation (interregional, local), transportation period, number of trips, characteristics of the cargo (name, dimensions, weight, divisibility), information about the vehicle (road train) (make and model of the vehicle (tractor, trailer (semi-trailer)), state registration plate of the vehicle means (tractor, trailer (semi-trailer)), parameters of the vehicle (road train) (mass of the vehicle (road train) unloaded / loaded, mass of the tractor, trailer (semi-trailer)), distance between axles, axle loads, dimensions of the vehicle ( road trains) (length, width, height), minimum turning radius with a load, the need for an escort car (cover), etc. alleged maximum speed movement of the vehicle (road train).

In order to efficiently organize the transportation of cargo, it is always necessary (!) to carefully measure its dimensions and weight. Moreover, if the cargo has to “ride” packaged, then it is necessary to weigh and measure both before it is packed and when it is already in the container.

Precise definition the weight and dimensions of the cargo in any case affects the correct choice of a car: why provide yourself with additional difficulties and the cost of fines, “cramming”, for example, goods weighing 8 tons into a car designed for six tons, or a load 3.5 meters long - into the standard Gazelle (2.8 m), if there are vehicles with a larger carrying capacity, elongated versions of the Gazelle, etc. etc.?

However, at the same time, it is often necessary to transport goods that, due to their dimensions, are not able to fit into any of the existing vehicles or whose mass exceeds the permissible loads on pavement. Moreover, there is no way to divide these goods or disassemble them in order to transport them in batches.

For example: generators, transformers, long pipes, agricultural and road machinery, presses, drilling rigs, oil tanks, etc.

In this case, we will be talking about bulky and (or) heavy cargo, and their transportation will require special preparation: obtaining permission, coordinating the route, paying for travel on roads, developing a special movement project, organizing escort ... And if any of the necessary points is not fulfilled, the carrier faces a small fine.

Therefore, it is very important to know all the subtleties and nuances of the transportation of oversized cargo and strictly observe the prescribed conditions.

However, first you need to know when exactly the cargo begins to be considered oversized.

So, the cargo is oversized if its dimensions exceed the established maximum permissible values ​​for at least one of the following parameters:

height (together with the car): 4 meters;
in width: for all vehicles - 2.55 meters, for isothermal bodies - 2.6 meters;
in length: for trailers and single vehicles - 12 meters, for a road train - 20 meters; at the same time, not only the length of the load is important, but also how much it exceeds the length of the vehicle: the overhang of the load is allowed no more than 2 (!) meters.

As for the heavy load, it will be such if it exceeds either the established mass limits (by the way, in this case the combined mass of the load and the vehicle is calculated!), Or permissible axle loads.

Who issues a permit for the transportation of oversized cargo across the territory of the Russian Federation?

In fact, it all depends on which route the cargo will take.

  • If the path (or part of the path) runs along federal highways or across the territory of two or more constituent entities of the Russian Federation, then permission should be applied to Federal Road Agency (Rosavtodor).
  • If on highways of regional or intermunicipal significance (or on the territory of two or more municipalities, which is important - within the boundaries of the subject), without affecting federal highways, - to the executive authority of the subject of the Russian Federation.
  • If on motor roads of local significance of a municipal district (or on the territory of two or more settlements within the boundaries of a municipal district) - to the local self-government body of the municipal district.
  • If on the roads of local importance of the settlement, provided that the route of the vehicle passes within the boundaries of such a settlement, to the local self-government body of the settlement.
  • If on motor roads of local significance of the urban district - to the local government of the urban district.
  • If on a private road - to the owner of the road.

However, regardless of which authority should be contacted for permission, the package required documents will be the same. It includes:

  • application (indicating the route of movement, type of transportation, terms of its implementation, number of trips; characteristics of the cargo - dimensions, weight, divisibility; information about the vehicle - registration plate, make and model, weight, distance between axles, dimensions; data on organizational and legal form of the carrier);
  • copies of documents for the vehicle (passport or registration certificate);
  • vehicle diagram showing the number of axles and wheels and their relative position, indicating the distribution of the load along the axes, securing the load;
  • information about technical requirements to the carriage of the declared cargo in the transport position.

Basically, once the application has been submitted, all the carrier has to do is wait. Rosavtodor (or other authorized body) determines which other sections of roads (except those under its direct control) the route of the vehicle passes (for example, along roads of regional, municipal, etc. significance), determines their owners and directs to their address an application for approval of the route. When a response is received from each department and if this response is positive, the applicant is billed - compensation for the harm caused. As soon as the invoice is paid and proof of payment (copies of payment documents) is provided, the carrier is issued a special permit and can start the transportation process. In this case, by the way, the maximum period from the date of application to the receipt of permission is 11 working days.

At the same time, the permit can be both one-time and multiple - for several (no more than 10) trips of the same type: along a certain route with the same cargo.

However, it is not uncommon to agree on a route for the transportation of oversized and (or) heavy cargo, which requires more time and includes more stages.

What is a special transportation project and in what cases is it developed?

If the transported cargo together with the vehicle is higher than 4.5 meters, then in order to deliver it to its destination, it is necessary to develop a special route, moving along which the car does not have to pass through tunnels, railway crossings, under bridges, etc. Moreover, in cases where, for example, to avoid passing under power grids, transmission lines, etc. if it fails, it will be necessary to involve special equipment in the process of transporting the cargo to lift them or build various bypasses.

In the same way, it will be necessary to develop a special project, a traffic schedule, organize a special route and take increased transportation security measures if the width of the cargo exceeds 5 meters and the length is 35 meters.

When the cargo, together with the car carrying it, weighs more than 44 tons, then, in addition to coordinating the route, it will also be necessary to assess the technical condition of the roads (will they be able to withstand the expected load?) or even strengthen the road surfaces.

In all these cases, it is necessary to approve the route, travel options for the vehicle and measures to ensure its movement with those who own certain infrastructure facilities (for example, power lines), as well as with the traffic police. What greatly simplifies the procedure is that all steps for approval, project development, etc. undertaken by the authorized body responsible for issuing the permit. True, the terms for issuing permits, of course, are stretched, and for all additional work there is a separate fee for the organization of the route.

In addition, it will be necessary to coordinate the route with the owner of the railway infrastructure in cases where the transported cargo is higher than 4.5 meters, when the length of the car with a trailer is more than 22 meters (or the road train has two or more trailers), or when the vehicle is moving at a speed of less than 8 km /h

Is it always necessary to obtain a permit to transport heavy cargo?

No not always. A permit is not required if the mass of the load with the vehicle or the axle load is only by 2 percent (or less) exceeds the allowed values. If the excess is more than 2 percent but less than 10, then the permit is issued in a simplified manner.

By the way, what is important to know: you can not transport bulky and (or) heavy divisible cargo! If the cargo can be disassembled without hindrance and without damage, then it must be transported in this disassembled form. There is only one exception: if the vehicle mass, axle load, width, length or height parameters exceed the maximum permissible values less than 2 percent, then a vehicle carrying such a load can still drive onto highways. But before that, you still need to get a special permit!

In addition, when organizing the transportation of bulky and (or) heavy cargo, it must be taken into account that in some cases this cargo will require a special escort.

This need is easy to explain: if, for example, a vehicle with a load protrudes beyond its lane, after all, someone must warn the oncoming traffic in advance about a possible danger. Or stop the movement at the time when the road train turns with a large skid. Or pre-measure the height at which power lines, etc. are located, to determine whether a car with a high load can pass under them or not.

There are several options for escorting oversized and (or) heavy cargo:

  • cover car;
  • escort vehicle.

The cover car is usually allocated by the shipper or carrier or hired from outside. It is necessary throughout the journey in cases where:

  • the height of the vehicle with a load of more than 4.5 meters;
  • cargo width exceeds 3.5 meters;
  • the length of the load exceeds 25 meters.

At the same time, there may be more than one cover car and it can follow both in front of the vehicle and behind it. It all depends on what kind of cargo is accompanied. If it is high, then, of course, it is necessary to precede it (in order to measure the height of the location of power lines, bridge structures, etc.), if it is long, then the cover car must be behind (and in literally- cover the cars behind from a dangerous long length), if wide - in front: warn of a possible threat.

In what cases it is necessary to attract a cover car and how many such cars should be, you can find out from the table "Mandatory conditions for the use of cover cars" in Appendix No. 1 to the Rules for ensuring the safety of transportation of passengers and goods by road and urban ground electric transport.

In addition, cover cars are needed in a special way designate:

  • yellow-orange stripes of reflective material;
  • two yellow or orange flashing beacons (they are mounted on the roof of the car);
  • a light or reflective information board with the inscriptions "Large length" and (or) "Large width".

However, in addition to the cover vehicle, oversized cargo may also need an escort vehicle. The escort car is a traffic police patrol car. It is used when the route of the vehicle passes through a busy section of the road with heavy traffic, when it at least partially occupies the oncoming lane (width of dimensions exceeds 4 meters), when the length of the road train is more than 30 meters and in other cases requiring auxiliary traffic control.

What other safety measures should the vehicle obey?

First, it must also be specially marked:

  • sign "oversized cargo": if the load protrudes beyond the dimensions of the vehicle by more than 1 meter in length and 0.4 meters at the edges;
what cargo it carries, as well as from weather conditions, season, terrain, landscape features and road surface. However, if the cargo is transported with an escort, then its speed should not exceed 50 km/h, and when moving on artificial structures or under them, it should be limited to 15 km/h.

Thirdly, the vehicle prohibited:

  • deviate from the established route;
  • ride during ice, snowfall, and also when visibility is less than 100 meters;
  • move along the side of the road;
  • stop outside specially marked parking lots;
  • continue transportation if technical failure threatening traffic safety, as well as when the load is shifted or its fastening is loosened.

If it becomes necessary to change the established route of movement, then all changes, again, must be agreed and an appropriate permit must be issued for them. Otherwise, the carrier faces a large fine. In addition, penalties are applied in cases where additional measurements and weighing (and weight and size control can be carried out along the route of the vehicle) show that real values mass, axle load and (or) dimensions of the vehicle are greater than those indicated in the accompanying document.

So, what must be taken into account when organizing the transportation of bulky and (or) heavy cargo?

Naturally, first and foremost - the dimensions and weight of the cargo. Moreover, it is necessary to measure weight, length, width and height in any case, even if the logic, together with the eye, is sure that this cargo does not belong to “oversized” or “heavyweights” in any way.

Accurate determination of the parameters of the cargo (which is important - and in the packed form too!) Is necessary for the correct choice of the machine and for the correct location of the cargo in it.

Moreover, for freight vehicles weighing more than 12 tons, a toll on federal highways (the Platon system) is provided for, and the absence of this fee provides for a fine.

Excess allowable dimensions requires obtaining permission, coordination of the route, and, possibly, the development of a special transportation project. The conditions under which this permit will be issued depend on the specified weight and dimensions of the cargo. The cost of transportation also depends on them: the more the allowable values ​​are exceeded, the higher the fare on the roads.

And although it seems that it is possible to be cunning and slightly underestimate the weight and parameters of the cargo (in order to pay less or avoid the expensive development of a special project), it is unlikely that it will be possible to save money: weight and size control along the route of the vehicle will definitely reveal violations and you will have to pay even more.

In addition, do not forget that these difficulties in organizing the transportation of bulky and (or) heavy cargo are not in vain: such cargo, firstly, poses a danger to other road users, and secondly, spoils the road surface and poses a threat for road and other infrastructure.
