1. GENERAL PROVISIONS

1.1. These requirements apply to the performance of installation, configuration and commissioning of facility and perimeter technical means security, fire and security fire alarm(hereinafter referred to as "alarms") installed in buildings, structures, premises, on fences (hereinafter referred to as "objects").

1.2. Organizations and individuals who have licenses of the established form, giving the right to carry out these works, are allowed to carry out installation work.

1.3. When installing on-site and perimeter technical means of signaling, the requirements of SNiP, PUE, RD 78.145-92 "Systems and complexes of security, fire and security and fire alarm. Rules for the production and acceptance of work", current state and industry standards, others normative documents.

1.4. These requirements are mandatory for all organizations and individuals conducting installation, configuration and commissioning of technical signaling equipment.

Requirements for design and estimate documentation

1.5. The procedure for obtaining, reviewing, agreeing and approving design estimates must comply with the requirements of SNiP 1.02.01-85.

For objects protected or subject to transfer to non-departmental security units under the internal affairs bodies (hereinafter referred to as "security units"), design estimates must be consistent with these units.

The term for consideration and approval of design estimates is one month. The term of the agreement is two years.

1.6. The customer (general contractor) transfers to the installation and commissioning organization the working documentation consisting of: design documentation - in two copies; estimated - in one copy.

1.7. When accepting design and estimate documentation, the installation and commissioning organization checks its completeness, the presence of the stamp "Permitted for production" and the approving signature of the responsible representative of the customer, certified by the seal.

1.8. The design and estimate documentation, according to which, from the time of approval and after two years, for some reason, installation work was not started, is re-examined by the design organization - the developer of the project, agreed and approved in the prescribed manner, and the customer puts a new stamp "Permitted for production ".

1.9. The installation and commissioning organization reviews the design and estimate documentation and submits reasonable comments to the customer.

1.10. If the customer makes changes to the transferred design and estimate documentation in the prescribed manner, he must additionally transfer to the installation and commissioning organization two copies of the amended documentation and a list of canceled drawings and documents within the agreed time before the start of work.

If there are disagreements between the customer and the installation and commissioning organization that arose during the coordination of design and estimate documentation, they are considered in the prescribed manner.

1.11. Deviations from project documentation during the installation of technical means of signaling, they are not allowed without the consent of the design organization-developer of the project, and for objects protected or subject to transfer under private security - and with security units.

1.12. At objects protected or subject to transfer under private security, it is allowed to carry out installation work according to inspection certificates in accordance with standard design solutions, with the exception of objects:

new construction;

being under the supervision of state control over the use of historical and cultural monuments;

having explosive zones.

To draw up an inspection report, a commission is created consisting of representatives of the customer, the security unit, the state fire supervision unit and, if necessary, the installation and commissioning organization.

1.13. In some cases, in agreement with the state control bodies for the use of historical and cultural monuments, it is allowed to perform installation work according to inspection reports.

1.14. The period of validity of the inspection certificate is no more than two years. The action of the act may be extended for the same period by a commission consisting of the members specified in clause 1.12.

Deviations from inspection acts and standard design solutions during the installation of technical signaling means are not allowed without agreement with the customer, state fire supervision departments and security departments.

Preparation for the production of works

1.15. Work on the installation of technical means of signaling is started within the time limits stipulated by the contract. In this case, the installation and commissioning organization must carry out the following preparatory work:

design and estimate documentation accepted and studied;

the construction part of the facility was accepted in accordance with SNiP 3.05.06-85;

accepted from the customer (general contractor) materials, technical means of signaling to be installed, in the amount and range provided by the project;

the presence of electric lighting in the installation area was checked;

metal structures were made;

a project for the production of works was developed and approved in accordance with RD 78.145-92 or with an inspection report.

1.16. Technical means of signaling, materials, technical documentation of manufacturers (passport, installation and operating instructions for technical means, certificates for materials) are transferred by the customer (general contractor), installation and commissioning organization in the manner and within the time limits established by the current "Rules on Contracts for Capital construction", "Regulations on the relationship of organizations - general contractors with subcontractors" and the schedule for the supply of materials, which is part of the project for the production of works.

Acceptance of buildings, structures, structures (fences of perimeter zones) and premises for installation (for installation) of technical signaling equipment

1.17. At the facilities handed over for equipment by technical means of signaling, the construction works provided for by this time by the integrated network schedule or calendar plan for the production of works, including:

conditions are provided safe production installation works that meet sanitary and fire safety standards;

permanent or temporary networks have been laid to supply electricity to the facility, with devices for connecting consumers' electrical wiring;

openings, holes, strobes, furrows, niches and nests in foundations, walls, partitions and ceilings were made in accordance with architectural and construction drawings for installation, and embedded devices were installed in them;

building structures were strengthened (openings of windows, doors, etc.), glass was inserted and cleaned of dirt, dropped ceilings and the raised floors are open;

fencing (fence) was installed along the perimeter of the facility or the perimeters of protected areas that meet the requirements of SN-441-72;

installed by the customer concrete supports, foundations, wells, columns, racks and pillars;

allocated and cleared areas for the installation of perimeter technical facilities burglar alarm(POS.), In which there should not be shrubs, trees. If it is necessary to protect against accidental penetration of people and animals into the protected area, additional fences with a height of at least 1 m (in the form metal mesh or other materials) provided for by the project or survey act;

protective pipes have been laid or structures have been erected cable duct in the ground, under carriageway asphalt concrete roads and railway tracks, through water barriers, for subsequent installation cable lines communications and other wire products;

the construction readiness and the commissioning of two independent sources of power supply were ensured. In the premises where control panels (PKP), signal-starting devices (SPU) or centralized monitoring consoles (CMS) are installed;

1.18. Equipped with technical means POS. the fence should be straight, without unnecessary turns that limit observation and make it difficult to use them (means), without external protrusions and depressions that make it easier to overcome it.

To the fence from the outside and inside no extensions should adjoin, except for buildings that go to the perimeter and are part of it.

The perimeter of the fence is divided into separate zones(block sections) with the issuance of independent signals to the control panel or monitoring station. The length of the block section is selected based on the terrain, the configuration of the external fence and technical requirements to the placement of a specific technical means of the POS.

1.19. When expanding and reconstructing enterprises, the part of the facility under construction must be fenced off from the existing temporary guarded fence.

1.20. Work on the installation of technical means of signaling is started after the signing of the act of readiness of the facility, in accordance with the recommended Appendix 2.

Supply, storage and delivery of technical means of signaling

1.21. Technical means of signaling are supplied by the customer in a complete set in accordance with the specifications of the project or inspection report and are transferred for installation at the request of the installation and commissioning organization in accordance with the "Regulations on the relationship of organizations - general contractors with subcontractors".

The transfer by the customer of technical means of signaling to the installation and commissioning organization is formalized by an act in the form of the State Statistics Committee of the Russian Federation.

1.22. Conditions for storage of technical means of POS. in warehouses must meet the requirements given in the technical documentation of manufacturers, as well as the requirements of the rules fire safety. Storage conditions for cable products and materials must meet the requirements of SNiP 3.05.06-85 and SNiP 3.05.07-85.

1.23. Before being transferred to the installation, the technical means of signaling are subjected to incoming control. The main documents for quality control of products and materials are GOST 24297-87, SNiP 3.01.01-85, instructions for organizing incoming control, or another document replacing it.

Input control technical means of signaling is carried out in the following order:

checking the availability and completeness of technical documentation;

visual inspection;

checking the completeness of products;

checking the characteristics (parameters) of products;

Availability special tool and accessories supplied by manufacturers.

The result of the input control is drawn up in the form of the recommended Appendix 3.

1. GENERAL PROVISIONS

fences (fence) are installed along the perimeter of the facility or the perimeters of protected areas that meet the requirements of SN-441-72,

concrete supports, foundations, wells, columns, racks and pillars were installed by the customer,

zones have been allocated and cleared for the installation of perimeter technical means of intruder alarms (POS), in which there should be no shrubs or trees. 2. GENERAL REQUIREMENTS FOR INSTALLATION OF TECHNICAL FACILITIES

ALARMS

2.1. Installation of object technical means of signaling.

2.1.1. Objects are equipped, as a rule, with separate security and fire alarm loops.

It is allowed to include security and fire detectors in one alarm loop with round-the-clock operability of the fire alarm in accordance with the diagram given in the recommended Appendix 4.

2.1.2. Work on the installation of on-site technical means of signaling during the construction of the facility should be carried out in three stages.

2.1.3. At the first stage, the work specified in Clause 1.17 of this manual should be performed.

The work of the first stage should be carried out simultaneously with the production of the main

construction work.

2.1.4. At the second stage, installation work must be carried out protective pipes electrical wiring, detectors, annunciators, shields, reception and control devices, signal-starting devices and connecting electrical wiring to them.

The works of the second stage should be carried out after the completion of construction and finishing works.

2.1.5. The third step is to work on electrical check, adjustment of the installed technical means of signaling.

NOTE.

The works of the third stage are completed with the execution of an act on the completion of installation work in the form of the recommended Appendix 5, if the contractor performs only the installation of technical signaling equipment. At the same time, the contractor must participate in the commission for the commissioning of the installed technical equipment.

2.1.6. At existing and reconstructed facilities, the installation of technical means of signaling should be carried out in two stages: the first stage - in accordance with clause 2.1.4., the second stage - in accordance with clause 2.1.5. of this manual.

2.2. Installation of perimeter technical means of signaling.

2.2.1. Work on the installation of perimeter technical means of signaling should be carried out in two stages.

2.2.2. At the first stage, installation work must be carried out protective pipelines electrical wiring, detectors, annunciators, panels, control panels, industrial television installations (PTU) and connecting electrical wiring to them.

The work of the first stage should be carried out after the completion of construction and finishing works.

2.2.3. At the second stage, work on electrical verification, adjustment and adjustment of perimeter technical means should be performed in accordance with clause 2.1.5.

The work of the second stage should be carried out after the completion of the installation work.

2.2.4. When organizing the protection of the territory of the facility, along with fences, it is necessary to block gates, gates, roofs of buildings, structures, sheds adjacent directly to the external fence, according to the project or the inspection report.

2.2.5. To protect the territory of the facility, in addition to perimeter technical means, the following means of strengthening security should also be used:

security television,

security lighting,

means of post communication and notification.

2.2.6. Into the POS. should include a light board with a mnemonic diagram of the protected perimeter, which is placed in the security room.

2.3. Technical supervision over the production of works should be carried out by responsible representatives of the customer, and at objects protected or subject to transfer under protection - to security units and employees of these units.

2.4. The technical means to be installed at the facility must comply with the project specification or the survey report. Their installation should be carried out in places determined by the project or inspection report in accordance with technological maps, the requirements of the technical documentation of manufacturers, PUE and RD 78.145-93.

3. INSTALLATION OF OBJECT SECURITY AND SECURITY-FIRE

DETECTORS

3.1. Magnetic contact detectors SMK-1, SMK-Z are designed to block doors, windows, hatches, shop windows and other movable structures for opening and issuing an alarm in the form of a trip electrical circuit alarm loop.

3.1.1. SMK-1 detectors should be installed, as a rule, one for each blocking element hidden or open way. (At the request of the security unit, in justified cases, when blocking the opening internal doors, they can be equipped with two SMK-1 detectors for each blocked element).

The detectors should be placed in the upper part of the blocked element at a distance of up to 200 mm from the vertical line of the solution on the inside of the protected premises.

The magnetic contact must be installed on the fixed part of the blocking element, and the assembly permanent magnet on its movable part, taking into account parallelism and the permissible distance between the nodes is not more than 8 mm.

It is allowed to install a magnetically controlled contact on the moving part of the blocked element with simultaneous blocking for breaking or breaking and making a flexible transition for connecting detectors to the wiring of the alarm loop.

When mounting in an open way, the detector nodes are attached directly to the surface of the blocking element.

Mounting of the detector nodes on the surface is carried out:

screws - on wood,

screws - on metal (on steel and other magnetic metal surfaces with a gasket made of wood, textolite, ebonite or getenaks 25-30 mm thick),

glue (brands VGO-1, BMK-5, elastosil 11-06, KNE-2/60 or similar) - on glass.

The contact leads are connected to the signaling loop with wires of the NVM-0.35 type by twisting, followed by soldering the connection points with POS-61 solder, in accordance with the requirements of GOST 21931-76.

Places of rations are isolated with polyvinylchloride tubes in accordance with GOST 19034-82.

3.1.2. SMK-Z detectors must be installed in a hidden way when blocking constructive wooden elements, as well as elements made of non-magnetic materials (aluminum).

The detectors should be placed one at a time in the upper part of the blocking element at a distance of no more than 200 mm from the vertical line of the door or window opening. During installation, the detector units must be installed coaxially in pre-prepared holes of appropriate sizes. The installation of magnetically controlled contact and permanent magnet units on the movable or fixed part of the structure is carried out similarly to paragraph 3.1.1. The misalignment should be no more than 5 mm.

A magnet and a magnetically controlled contact are installed in the prepared holes, respectively, on PF-15 type enamel or putty so that they are recessed into them by 0.5 - 1 mm. The distance between the magnet and the magnetically controlled contact must be no more than 6 mm. The wires of the alarm loop, suitable for the terminals of the magnetically controlled contact, are laid hidden in the strobes (the depth and width of the strobe are at least two wire diameters) and are connected to the terminals of the magnetically controlled contact by twisting followed by soldering with POS-61 solder. Solder points must be insulated with PVC pipes in accordance with the requirements of GOST 19034-82.

When installing detectors, it is not allowed:

subject the detector nodes to blows,

bend the terminals of the magnetically controlled contact assembly.

3.2. Limit switches of the VK-200, VK-300, VPK-4000 series are intended for blocking the opening building structures having significant mass and linear dimensions swing, sliding and lifting gate, hatches, etc.

Operating temperature range - (minus 40 - +40) °С.

3.2.1. To provide the necessary performance characteristics, switches should be installed on the most massive fixed parts of the interlocked structure on a bracket that allows adjusting the position of the switch. The allowable gap between the stop and the push rod of the switch must be within 35 mm. The stops acting on the actuator of the circuit breaker are mounted on the movable leaves and must be able to adjust their position. The wires must be entered into the circuit breakers through the base or threaded holes in 1/2 inch tubing. Wire entry points must be protected by seals from dust, moisture and oil ingress. It is allowed to connect no more than two copper wires section not more than 1.5 mm 2 each or one aluminum wire with a cross section of not more than 2.5 mm 2.

The switches must be grounded with a wire in accordance with clause 10.14.

3.3. Detectors security surface shock-contact type "Window-1", "Window-IM" (IO 303-1), "Window-2", "Window-2M" (IO 303-2), "Window-4" (IO 303-3) are designed to detect the destruction of glazed openings in protected premises and issue an alarm notification to the burglar alarm loop of control panels: UATS-1-1, UATS-M, UATS-A, Signal-45, Rubin-3 ", "Rubin-6" (see clauses 5.1, 5.2), providing the following electrical parameters of the detectors:

voltage direct current- (10-30) V or pulsating current voltage (amplitude) - (15-30) V with a frequency of at least 100 Hz,

the current consumed by the detector (BOS) in standby mode, not more than - 0.00003 A, the residual voltage on the detector in the "Alarm" mode at a switched current (20 ± 1) mA, not more than - 5.2 V.

The detector consists of a signal processing unit (BOS) and glass break sensors (DRS). Blocked area of ​​a solid glass sheet with a thickness of 2 to 8 mm: one DRS - up to 4 m 2, a set of DRS - up to 20 m 2,

The radius of the DRS - up to 2.5 m,

Operating temperature range - (minus 40 - +50) °С.

The detector is placed on the inside of both external and internal glasses, openings, in such a way that the possibility of intentional or accidental damage is excluded constituent parts detector or connecting lines.

Fastening of DRS to the glass surface should be done with EPO glue or U-30 sealant in accordance with the requirements of GOST 13489-79. When installing the DRS, the fixing arrow on its body must be directed parallel to the plane of the glass towards the protected surface. For ease of observation, BOS blocks are installed on a wall or on a fixed part of the frame structure at a height of 1.5-2 m so that the light indicator of the block is facing the observer and protected from lighting by direct sunbeams or other source of intense lighting.

1. GENERAL PROVISIONS

2. GENERAL REQUIREMENTS FOR INSTALLATION OF TECHNICAL SIGNALING MEANS
2.1 Installation of on-site technical means of signaling.
2.1.1. Objects are usually equipped with separate security and fire alarm loops.
It is allowed to include security and fire detectors in one alarm loop with round-the-clock operability of the fire alarm in accordance with the diagram given in the recommended Appendix 4.
2.1.2 Work on the installation of on-site technical means of signaling during the construction of the facility should be carried out in three stages.
2.1.3 At the first stage, the work specified in clause 1.17 of this manual should be performed.
The work of the first stage should be carried out simultaneously with the production of the main construction work.
2.1.4 At the second stage, work should be carried out on the installation of protective pipes for electrical wiring, detectors, annunciators, panels, control panels, signaling and starting devices and connecting electrical wiring to them.
The works of the second stage should be carried out after the completion of construction and finishing works.

GENERAL PROVISIONS according to RD 78.145-93

1.1. Work on the installation of technical means of signaling must be carried out in accordance with the approved design and estimate documentation or an inspection report (in accordance with standard design solutions), working documentation(project for the production of works, technical documentation of manufacturers, technological maps) and these rules.
1.2. The procedure for obtaining, reviewing, agreeing and approving design estimates must comply with the requirements of SNiP 1.02.SP-85. For objects protected or subject to transfer to non-departmental security units under the internal affairs bodies (hereinafter referred to as security units), design estimates must be consistent with these units.
1.3. Deviations from project documentation or inspection acts during the installation of technical means of signaling are not allowed without agreement with the customer, with the design organization - the developer of the project, with the state fire supervision authorities and with security units.
1.4. At objects protected or subject to transfer to security units, it is allowed to carry out installation work according to inspection certificates in accordance with standard design solutions, with the exception of objects:

2. REQUIREMENTS FOR INSTALLATION OF SIGNALING TECHNICAL MEANS in accordance with RD 78.145-93

2.1. Security units and state fire supervision authorities have the right to supervise the quality of installation and adjustment works.
2.2. The installation and commissioning organization must first notify the security department and the supervisory body of the state fire supervision about the start of work at the facility for the installation of technical means of signaling.
2.3. Author's supervision over the production of installation works is carried out by the design organization in accordance with the requirements of SNiP 1.06.05-85, and technical supervision - by the security unit. Indications of deviations in the process of performing installation work are entered in the author's supervision log, if the latter was carried out at the facility.
2.4. Technical means of signaling are allowed for installation after the input control. Input control of technical means supplied by the customer is carried out by the customer or specialized organizations involved by him.
